How to Start a Restaurant or Cafe in Kozhikode: Licences, Setup and Launch Checklist

Checklist for opening a restaurant or cafe in Kozhikode: FSSAI, K-SMART trade licence, GST, health cards, kitchen setup, billing and launch.

Kozhikode is one of the best cities in Kerala to open a food business. The city loves eating out, from biriyani houses and bakeries to new cafes on Mavoor Road and late-night shawarma counters near the beach. That also means competition is strong, and a new outlet has to get the basics right from day one.

This checklist walks through the licences, setup and launch steps for a restaurant, cafe or bakery in Kozhikode. Rules and fees change, so treat this as a planning guide and confirm the current requirements on the official portals linked below, or with a local consultant, before you apply.

Quick summary. Most new eateries in Kozhikode need: FSSAI registration or licence, a trade licence from the local body (through K-SMART), GST registration if turnover crosses the limit or you sell on delivery apps, health cards for food handlers, and building-related approvals such as fire safety where they apply.

Step 1: Decide the format and location

Before licences, settle three things, because they decide almost everything else:

  • Format. Dine-in restaurant, cafe, bakery with seating, juice shop, takeaway counter or cloud kitchen.
  • Size. Number of tables and seats, kitchen area and expected daily orders.
  • Location. Footfall areas like Mavoor Road, Palayam, the beach road and SM Street behave very differently from residential areas like Nadakkavu or suburbs like Ramanattukara, Feroke and Kunnamangalam. Visit at lunch, at 7 pm and on a weekend before you sign a rent agreement.

Check that the building is approved for commercial use and has the toilet and waste arrangements the local body will ask for. Renewal of trade licences in Kerala has required documents such as the building tax receipt and proof of a sewage or waste treatment arrangement, which is hard to fix after you move in.

Step 2: Get the licences and registrations

FSSAI food registration or licence

Every food business in India needs FSSAI registration or a licence, applied for online on the FoSCoS portal. Which one you need depends on your annual turnover and the type of business. FSSAI revised the turnover limits in 2026, reportedly raising the ceiling for basic registration significantly, so check the current limits on FoSCoS before you apply rather than relying on older guides.

Display the FSSAI number at your premises and on your bills and menus where required.

Trade licence from the local body (K-SMART)

Restaurants need a trade licence (shown in the system as an enterprise or D&O licence) from the local body: Kozhikode Corporation within city limits, or the relevant municipality or grama panchayat outside it. In Kerala these applications now go through K-SMART, the state's online platform for local body services. Typical documents include ID and address proof, the rent agreement or ownership document, building details and the building tax receipt.

Officials may inspect the premises for hygiene and safety before issuing the licence, and it must be renewed every year.

GST registration

Restaurant services in India are generally taxed at 5% without input tax credit for standalone restaurants, with different rules for restaurants inside hotels with higher room tariffs. Registration is required once your turnover crosses the threshold for service providers, and is generally needed from the start if you sell through food delivery apps. A composition option exists for small restaurants but comes with conditions. Check the current rules on the GST portal and with a chartered accountant, because the right choice depends on your turnover and how you sell.

Health cards for food handlers

Kerala made health cards mandatory in 2023 for staff in establishments that cook, serve or sell food. Each employee needs a medical certificate from a registered doctor, renewed every year. Food safety officers check these during inspections, so keep them on file at the outlet.

Other approvals that may apply

Depending on your building, size and setup, you may also need:

  • Fire and rescue clearance for larger premises or those using commercial LPG banks
  • Kerala State Pollution Control Board consent depending on size and waste generation
  • Registration under the Kerala Shops and Commercial Establishments Act for employing staff
  • Signboard or advertisement permission from the local body
  • Liquor licence only if you plan to serve alcohol, which is a separate and much longer process

Step 3: Plan the kitchen and service flow

Draw the path an order takes, from the table to the kitchen to the pass to the table, and then to the counter. Most delays in a new restaurant come from a poor flow, not slow cooks.

  • Keep the pass (where food is handed to waiters) close to the dining area.
  • Separate stations if you serve grills like alfaham and shawaya, a main kitchen and a juice counter.
  • Decide how orders will reach the kitchen: handwritten KOT, printed KOT or a kitchen display. Our guide on KOT vs kitchen display systems compares them.
  • Plan where the cash counter goes so the queue does not block the entrance.

Step 4: Set up ordering and billing before day one

Do not open with a paper order pad and plan to "go digital later". Staff build habits in the first week, and changing them later is harder.

A modern setup for a Kozhikode restaurant or cafe looks like this:

  1. A QR stand on every table so guests can scan, browse photos and order.
  2. A waiter app on staff phones for guests who prefer to order by talking.
  3. A kitchen display or automatic KOT printer so every order reaches the kitchen.
  4. One-tap billing at the counter, built from the same order.
  5. Daily reports so you know your sales, best sellers and busy hours from week one.

See our QR code menu guide for how this works, and our billing software checklist for what to compare.

Step 5: Build the menu

  • Start small. A focused menu of 30 to 60 items is easier to cook consistently and cheaper to stock.
  • Price with your food cost in mind. Calculate the ingredient cost of each dish and price so food cost stays at a level you can sustain.
  • Photograph your top dishes. Good photos sell more on a QR menu and on Google Maps.
  • Mark veg and non-veg clearly. It is one of the first things guests look for.

Step 6: Get found online before you open

  • Create a Google Business Profile with the correct name, address, phone, hours and photos. Most people in Kozhikode will search "restaurants near me" or "best cafe in Calicut" before they visit.
  • Ask early guests for reviews. A QR card on the table linking to your Google review page helps.
  • Post on Instagram with your location tagged. Kozhikode's food scene is very active there.
  • List on delivery apps only after you have checked how it affects your GST position.

Step 7: Run a soft launch

Open for friends, family and neighbours for two or three days before the public launch. Use it to test:

  • How long orders take from placing to serving
  • Whether the kitchen reads every order correctly
  • How fast the counter can bill a full house
  • Which dishes guests order and which they skip

Fix the problems, then open properly.

Your first-month checklist

Week Focus
Week 1 Watch order times and kitchen accuracy every service. Fix the menu items that confuse guests.
Week 2 Review the sales report. Drop or rework items that do not sell.
Week 3 Check staff shifts against your busy hours. Adjust.
Week 4 Compare food cost against sales. Ask for Google reviews from regulars.

Questions people ask about opening a restaurant in Kozhikode

How long does it take to get licences for a restaurant in Kozhikode?

It depends on the licence and how complete your documents are. FSSAI registration and the K-SMART trade licence are online, and processing can take from a few days to a few weeks. Start applications as soon as your rent agreement is signed.

Do I need GST registration for a small cafe?

Not always. Registration depends on your turnover and on whether you sell through delivery apps. Check the current threshold on the GST portal and speak to a chartered accountant.

What is the cheapest way to manage orders and billing in a new cafe?

Use the phones you already have for the waiter app and kitchen display, add QR stands for each table, and buy a thermal printer only if you want printed KOTs and bills. Entry-level restaurant software plans in Kerala start at a few thousand rupees a year.
